URUGUAY: FA finally gets its way

The amnesty law is now technically dead. After two referendums preserved the so-called Ley de Caducidad, in 1989 and 2009, and its annulment was defeated in congress last May, the ruling Frente Amplio (FA) has pushed through a law invalidating it instead. All human rights abuses committed during the dictatorship will now be reclassified as “crimes against humanity”; the statute of limitations on military-era crimes, which would have expired on 1 November, has also been removed.
