MEXICO: Has a plateau been reached in the drugs war?

The Mexican government is claiming almost instant success for two joint federal-state security drives, in Guerrero and Veracruz, and has launched two more similar drives, in a district that straddles Durango and Coahuila. This comes against the backdrop of what appears to be an overall decline in drug-war fatalities this year.
