URUGUAY: Military reform comes at crucial time

The defence minister, Eleuterio Fernández Huidobro, is putting the finishing touches to what would amount to the most sweeping reform of the role of the armed forces in Uruguay since the return to democracy in 1985. The timing of the reform is especially significant because it comes just as the ruling Frente Amplio (FA), after years of huffing and puffing, has managed to blow down the amnesty law which has shielded members of the military accused of human rights violations during the dictatorship (1973-1985).
