BOLIVIA | Nationalisation controversy. Two think tanks have released reports casting doubt over the scope and success of the nationalisation policy of President Evo Morales. A report by the Centro de Estudios para el Desarrollo Laboral y Agrario (Cedla) claims that only 20% of hydrocarbons production is in state hands via YPFB Chaco (12.17%) and YPFB Andina (7.54%). The 2006 decree “nationalising” the hydrocarbons sector did not expropriate private assets but rather aimed to increase the state’s share of control over hydrocarbons operations and revenues. According to Cedla, Brazil’s Petrobras accounts for some 63% of production (up from 47% in 2004), followed by Repsol (8%) and British Gas Bolivia (4%).
