Development: Venezuela’s President Hugo Chávez returns to the regional stage on 2-3 December when he plays host to the leaders and foreign ministers of 32 Latin American countries for the third Latin American and Caribbean Summit, at which the new Community of Latin American and Caribbean states (Celac), first touted in Brazil in 2008, will be formally constituted.
