ECUADOR: Renewal or more of the same?

President Rafael Correa made more than a dozen changes to his cabinet in November in what he billed as the renovation and radicalisation of his citizens’ revolution. With a couple of exceptions, however, the majority of the changes amounted to no more than reshuffling his team. Former president Lucio Gutiérrez (2003-2005), an inveterate enemy of Correa, said he must have exhausted the pools of good professionals who were prepared to be associated with “a corrupt and totalitarian” government. Correa said the opposition had to find conflict for the sake of it because it was incapable of being constructive. He has a point, but if Gutiérrez toned down the hyperbole he might too. When the opposition did come together weeks later in congress to strike down a proposed tax reform, Correa sidestepped the vote on dubious grounds, and passed the reform by decree anyway (see economic overview below).
