HAITI | Army ‘reactivation’ delayed. On 8 November President Michel Martelly announced that it is his intention to recruit a new defence force, not simply reactivate the old army. He also said that the creation of this new force would not entail the dissolution of the national police (PNH); instead, he intended to strengthen the PNH. ‘One of the first things we will do before establishing the army,’ he said, ‘is to strengthen the police [...] Today I want everyone to know that there is only one force in the country — the police.’ He reiterated that he still intended to make an announcement regarding the proposed defence force, adding ‘What I will announce is not the remobilisation of former troops [but] just a calendar, a work plan to restore the force.’
