URUGUAY: Ancap vote to test left's strength

On 7 December, Uruguayans will vote in a referendum on whether to reject or retain a 1991 law that the left has portrayed as a `backdoor privatisation' of Ancap, the state oil, cement and distilling firm. Tabaré Vázquez, the leader of the leftwing Encuentro Progresista-Frente Amplio (EP-FA) and the strongest contender for the presidency, has been insisting for months that the referendum is not a dress rehearsal for next year's elections - but the EP-FA campaign makes it sound as if it is precisely that.
