Bosco Vallarino, Panama City’s controversial mayor, is out. His resignation earlier this month, attributed by many to pressure from President Ricardo Martinelli, has arguably been on the cards since the unravelling of the alliance between Martinelli’s Cambio Democrático (CD) and the opposition Partido Panameñista (PP) - of which Vallarino is a member - last August [WR-11-35]. The replacement of Vallarino with deputy mayor, Roxana Méndez, a close ally of Martinelli and prominent member of his CD (see sidebar), now gives the President control of the second most important political position in the country.
