Peru | Chilean detained. On 31 January a 34-year-old Chilean national was detained in Talara, northern Peru, suspected of spying in the nearby El Pato air force base. A former member of the Chilean armed forces, Luis Maximiliano Seraín, claims that he is just a “globetrotter” seeking to cross the continent on his bicycle.
