Rio strike called off. Civil and military police officers and fire officers in Rio de Janeiro called off their strike on 13 February, just days before carnival begins (17 February). Overall participation was low, after the state authorities led by the government-allied governor, Sérgio Cabral, moved quickly last week to arrest the protest leaders, several of whom remain locked up. The federal government led by President Dilma Rousseff, anxious not to see a repeat of the violence in the country’s third largest city, Salvador, amid a 12-day military police strike there, rowed in strongly behind Cabral, putting a contingency force of 14,000 soldiers at his disposal. Cabral is also pushing through the state legislature a new wage package for the state police that took the wind out of the protest. The strike in Salvador is also over, but there were 180 homicides in the city (15 a day), over twice the average, as security deteriorated during the protest.
