Bolivia: On 27 February Kevin Whitaker, the US Deputy Assistant Secretary of State for the Bureau of Western Hemisphere Affairs, travelled to Bolivia where he met Foreign Minister David Choquehuanca, Planning Minister Viviana Caro and Deputy Foreign Minister Juan Carlos Alurralde, among others. The meeting, which covered narco-trafficking and trade, is the first since a November 2011 agreement aimed at restoring bilateral relations, severed in 2008. During Whitaker’s visit, both sides agreed to restore their respective ambassadors - though no date was given. The US also pledged US$22m in financial cooperation for the health sector over six years, of which US$9m will go directly to the Bolivian health ministry. The government led by Evo Morales reiterated its extradition request for a former president, Gonzalo Sánchez de Lozada (1993-1997, 2002-2003), accused in Bolivia of genocide over a incident in 2003 known as ‘Black October’, in which more than 60 people were killed in an army clampdown.
