ECUADOR | President denounces plot to cause military unrest. On 4 February President Rafael Correa announced that the authorities had detected a plan revancha (‘retaliation plan’) designed to sow unrest in the ranks of the military in the run-up to the presidential elections scheduled for early next year (in which he is expected to run for re-election). Involved in this ‘desperate’ plot, he said, are ‘those habitually dedicated to politicking, retired officers wholly under the influence of the [US Central Intelligence Agency] CIA, true traitors to the Fatherland, and a handful of officers on active duty.’
