Preempting a presidential veto, the Republican leadership in the US Congress manoeuvred on 12 November to reverse the decision by both chambers to lift the ban on travel to Cuba. They did this by removing the `Cuba travel amendment' from the Transportation-Treasury Appropriations bill for 2004, without giving a conference committee the opportunity to vote on it.
