Fernando Larrazabal, the controversial Partido Acción Nacional (PAN) mayor of Monterrey, will now stand for a first-past-the-post seat in the federal congress (in District 10) and not for a proportionally-elected seat, which he was certain to win. The PAN candidate for District 10 will now head the party’s proportionally-elected list. Larrazabal is controversial because his supporters have taken control of the PAN in Nuevo León and financed the party at both the state and national level.
