LatinNews Daily Report - 23 March 2012

In Brief – Cuba & Panama

Cuba | Aging históricos shuffled out. The state daily Granma reported on 22 March that the government led by President Raúl Castro had decided to “free from his current functions” as a vice-president on the council of ministers the 88 year-old José Ramón Fernández (‘el Gallego’). Fernández, however, did not get a full retirement pass; he will instead become an official “advisor” to President Castro, in acknowledgement of his “experience and positive results, in particular his contributions to education development in the country”.  The minister for higher education, Miguel Díaz-Canel, 51, seen as one of the younger rising stars in the government, will replace Fernández on the council of ministers. Rodolfo Alarcon Ortiz, first deputy education minister, has been promoted to replace Díaz. José Miyar Barrueco, 79, was relieved of his post as science, technology and environment minister, and replaced by Elba Rosa Pérez Montoya, since 2006 the head of science department in the ruling Communist Party’s central committee.
