EL SALVADOR: Did a pact with the gangs lower the murder rates?

Against the embarrassing backdrop of a rising murder rate, the government of President Mauricio Funes announced in early March an accelerated launch of the new ‘anti-gang’ force announced late last year and began to soften up the public for the introduction of special legislation and courts to deal with the gangs, on the grounds that these are transforming themselves into a more menacing force. Then, suddenly, the murder rate fell — purportedly due to a deal struck with the gangs.
