Paraguay | Senate awakes. On 29 March the senate got back to work after a lengthy holiday recess, approving key public appointments. After four years, it finally approved the designation of Evelio Fernández Arévalos as Paraguay’s ambassador to Brazil. The 80-year old Arévalos was nominated by President Fernando Lugo, but his age was cited as a concern in congress. In addition, the senate also approved Enrique Cáceres as the Paraguayan director of the Paraguayan-Argentine bi-national hydroelectric plant, Yacyretá. Cáceres, formerly Yacyretá’s financial director, had been in the post on an interim basis, after Senate refused to ratify the appointment of Fulgencio Rodríguez, who was nominated by President Lugo in 2010.
