Panama/Costa Rica | Off the black list. On 12 April France issued a new list of tax havens along with the eleven jurisdictions which were officially delisted, including Panama and Costa Rica. The news was particularly well received by the Panamanian government of President Ricardo Martinelli, for whom clearing up Panama’s image as a tax haven has been a major priority. Panama was removed from the Organization for Economic Co-operation and Development’s (OECD) grey list last year.
