Correa’s cabinet reshuffle diverts attention from power clash

Cabinet reshuffles in Ecuador do not always elicit much of a response, but this week’s changes were very significant for the ministers involved and, above all, their timing. President Rafael Correa’s impromptu reshuffle involved the movement of several key figures in his inner circle: Javier Ponce, the long-serving defence minister, and cabinet stalwart Doris Soliz. Several commentators attributed the changes to general elections early in 2013 but this overlooks Correa’s redefinition of the military’s role and an even more pressing issue. Correa is locked in a fierce tussle with the legislature, which carries repercussions not only for the unity of his own party Alianza País but also for Ecuador’s democratic future.
