CUBA: EU overtures rebuffed… for now

In the same week that the European Union (EU) managed to strain relations with Latin America by adopting a controversial common immigration policy, it made a notable concession to Cuba, the only country in the region with which it previously had strained relations. The EU decided to drop the sanctions it imposed on Cuba in 2003, in the wake of a crackdown on political dissidents, in recognition of the “recent changes initiated by Raúl Castro".
