PARAGUAY: Lugo seals congressional deal with Oviedo

President-elect Fernando Lugo's hopes of pushing through his ambitious social agenda improved last week after his coalition Alianza Patriótica para el Cambio (APC) succeeded in striking a deal with the party of retired General Lino Oviedo, the Unión Nacional de Ciudadanos Eticos (Unace). He faces rebellion in his own ranks, however: the parties that comprise the APC are upset that the congressional alliance with Oviedo also extends to the faction of the Partido Colorado loyal to President Nicanor Duarte.
