Congress began to debate the issues at the heart of the dispute
between the government and the four farming unions in earnest this week. On
paper the government has a comfortable majority in both chambers of congress but
it is struggling to assert its will over a number of recalcitrant Peronists and
K Radical allies, especially from the soya-producing provinces of Sante Fe,
Entre Ríos and Córdoba. It has made several concessions to win approval for its
agricultural reform but remains unbending on the main bone of contention: the
