ARGENTINA: Congress enters farming dispute

Congress began to debate the issues at the heart of the dispute between the government and the four farming unions in earnest this week. On paper the government has a comfortable majority in both chambers of congress but it is struggling to assert its will over a number of recalcitrant Peronists and K Radical allies, especially from the soya-producing provinces of Sante Fe, Entre Rí­os and Córdoba. It has made several concessions to win approval for its agricultural reform but remains unbending on the main bone of contention: the sliding-scale tax on exports of soya and sunflower products.
