PANAMA: Torrijos to undertake security reform by decree

Congress has voted to award President Martí­n Torrijos “extraordinary powers" for the next two months in order to carry out security reforms. The move has once again left Torrijos open to accusations of remilitarising the country and is unlikely to improve his approval rating, which has taken a nosedive in recent weeks.
