PERU: Humala jumps as another fuse is lit

The bald facts are troubling for President Ollanta Humala. He could spend his entire mandate as a fireman trying to quench the flames of unrest in social conflicts across the country – unless his fire prevention efforts improve. Controversy and protests over the proposed giant copper and gold mine Conga was the most visible of myriad conflicts across Peru, but now his government has decreed a state of exception for 30 days in the province of Espinar in the southern region of Cusco after violent clashes between police and protesters against the operations of the Tintaya copper mine led to two deaths and scores of injuries.
