PARAGUAY: OAS refrains from passing judgement

Paraguay might have been suspended by the Southern Common Market (Mercosur) and the Union of South American Nations (Unasur) in double-quick time after the impeachment of President Fernando Lugo by congress, but it looks like retaining its membership of the Organization of American States (OAS). This, at least, was the recommendation of the secretary general of the OAS, José Miguel Insulza, who visited Paraguay last week and presented a report detailing his findings during extraordinary sessions of the permanent council of the OAS this week.
