The governments of Brazil and Ecuador have agreed to help Haiti to form a new army to replace the Brazil-led UN stabilisation mission (Minustah). President Michel Martelly has been calling for the restoration of the army, which was disbanded in 1995, for a year. Donor nations bankrolling Haiti’s reconstruction after the devastating earthquake in January 2010, initially looked askance at the proposal because of its drain on state resources and because the army’s reputation was scarcely any better than that of the Tonton Macoutes, the brutal private militia that served former dictator Jean-Claude ‘Baby Doc’ Duvalier (1971-1986).
