Development: On 2 August the president of Paraguay’s congress, Jorge Oviedo Matto, said that Venezuelan emissaries led by one of President Hugo Chávez’s brothers had offered money to Paraguayan senators in exchange for the ratification of Venezuela’s entry to the Southern Common Market (Mercosur).
