REGION: ‘Cocaine market stable’ — with caveats

The market for Andean cocaine (and for almost all drugs) is stable, with declines in cultivation and production in some places apparently compensated by increases elsewhere. Cocaine seizures have declined overall. This is the core message of United Nations Office on Drugs and Crime (UNODC)’s World Drug Report 2012 — which is actually an attempt to portray the situation at the end of 2010, even though the language suggests a more current situation.
