ECUADOR: Fraud or farce?

Ecuador’s electoral campaign got off to a calamitous start at the beginning of August. President Rafael Correa denounced “a monstrous fraud” in the party registration process ahead of presidential and congressional elections in February 2013. The electoral authorities were forced to acknowledge widespread irregularities after complaints were made by thousands of Ecuadoreans that their signatures had been forged, but its failure to detect the problem beforehand has raised questions about its ability to run the whole process. All the noise surrounding the registration fiasco has distracted attention from some important financial reforms by the Correa administration at an important juncture.
