PERU: Promoting education reform or chasing ghosts?

The government of President Ollanta Humala has turned its attention to the country’s long neglected education sector, promising to promote a public education reform that would benefit both students and teachers. However, while the call for reform has been welcomed by some, the country’s largest teachers’ union (Sutep) is concerned that what the government is really trying to do is undermine the union’s strength through a political witch hunt. This has triggered a backlash from the sector, which has opened a new social conflict front for the government to resolve, and for the opposition to exploit.
