JUSTICE | Martelly moves on permanent electoral council (CEP). On 15 August President Michel Martelly confirmed the appointment of six of the nine members of the permanent electoral council (CEP) - three from the judiciary and three from the executive, with the remaining third, which come from the legislature, yet to be appointed. This means that the new entity, which was established by the changes to the constitution which went into effect in June, can begin operating with a majority. This in turn is essential to holding elections for the third of the 30-member senate whose terms expired in May, as well as the municipal elections which are due to take place this year.
