MEXICO | Execution. On 7 July Texas executed Humberto Leal García, despite appeals for a stay of execution from both the federal US government and Mexico. The US Supreme Court voted 5:4 that it could not delay the execution, as the US and Mexico had requested on the grounds that the US Congress “may” pass legislation which would have led to a retrial for Leal.
