It was a coup, but now what?

It was a coup; the de facto government of Roberto Micheletti was illegal; congress had no authority to remove Manuel Zelaya from power and the Organization of American States (OAS) was found wanting. It might have been written off as prejudiced and “whitewashing” before it was even published, but the long-awaited report of the truth and reconciliation commission (CVR) into the events surrounding Zelaya’s ouster on 28 June 2009, did not pull any punches. A prodigious work, it apportioned blame just about everywhere, but was unswerving in its categorisation of Zelaya’s removal from power as a coup. It also made a series of recommendations designed to avert comparable events in the future. Whether these will be enacted by a constituent assembly remains a moot point but talks are underway.
