Deal reached with miners in Bolivia. On 29 September Interior Minister Carlos Romero announced that a tripartite deal had been reached, with the national confederation of mining cooperatives (Fencomin) and the salaried miners represented by the Federación Sindical de Trabajadores Mineros de Bolivia (FSTMB), over the development of the tin/zinc Colquiri mine in the La Paz region. The deal is a major breakthrough for the government of President Evo Morales, signalling an
end to the dispute over the mine’s exploitation. Morales had nationalised the mine in June to
avert these tensions. The deal-breaker was the agreement that the Rosario vein, which under the June decree went to one of the local mining cooperatives (Cooperativa 26 de Febrero), would be divided equally. Other aspects of the agreement were that both groups would guarantee peace in the mining area and that the government would come up with a law penalising the seizure of mines.
