Violent deaths in Rio’s shanty towns (favelas) have fallen markedly since the establishment of the so-named ‘police pacification units’ (UPPs). However, the number of other violent crimes has increased just as markedly. Researchers responsible for these findings are trying to figure out this apparent paradox.
