President Dilma Rousseff caused a stir this week by indicating that she favoured the introduction of racial quotas in federal public service recruitment. Rousseff’s comments coincided with the entry into force on 15 October of a new law of affirmative action establishing quotas for poor students, especially those of black, mixed race and indigenous ethnicity, at Brazil’s 59 federal universities and technical institutes. She will face a battle royal, however, with the political opposition which objects to extending the imposition of quotas into other fields.
