COSTA RICA | Chinchilla makes more cabinet changes. Last week President Laura Chinchilla swore in three new ministers at the helm of the public works, housing and labour ministries. The changes bring the number of ministers replaced since Chinchilla and her Partido Liberación Nacional (PLN) government took office in May 2010 to 13 (out of a total of 23). The public works post had been vacant since August when Luis Llach stepped aside for health reasons. Llach, in turn, had only just replaced Francisco Jiménez, who went in May over a corruption scandal [WR-12-19]. Chinchilla has named Pedro Castro, deputy public works minister under the previous PLN administration of Oscar Arias (2006-2010), to take over the challenging post. She has also plumped for another PLN old-timer, Guido Monge, to take over as head of housing – another troubled ministry.
