President-elect Enrique Peña Nieto has embarked on his second international tour, to Europe, before he is scheduled to assume office on 1 December. In his first tour Peña Nieto visited six Latin American countries as he attempted to show that under his future government Mexico would seek to promote a multilateral foreign relations agenda. In Latin America this agenda has two core planks, security cooperation and increased economic integration, while in Europe the agenda appears to be dominated by increased access to markets and trade promotion.
