GUATEMALA: Budget approval attracts suspicion

The approval by Guatemala’s 158-member unicameral legislature last week of the state budget for Q$66.98bn (US$8.41bn) has aroused suspicion on various levels. With fiscal experts questioning technical aspects such as tax-take projections, the budget’s swift approval, well ahead of the 30 November constitutional deadline, has left opposition and civil society groups decrying behind-the-scenes negotiations.
