SECURITY | Bloody weekend in São Paulo.   An estimated 31 people were killed in metropolitan São Paulo over the weekend of 10-11 November, according to latest official figures. Two public transport buses were also torched. The state security secretariat attributes the latest wave of violence in the city to the criminal gang, Primero Commando da Capital (PCC).  Last week the federal government and the state government announced a joint plan to tackle the situation. Since early October, 248 people have been killed in the metropolitan region (pop 20m). Some politicians and commentators have attributed the violence to a cycle of revenge killings between drug traffickers and the state military police.
