Colombia & Honduras: On 27-28 November US Deputy National Security Advisor Denis R. McDonough travelled to Honduras, where he met President Porfirio Lobo. According to a US embassy press release, the two discussed “a broad range of topics including citizen security, human rights, and economic development”. McDonough also congratulated “the Honduran people on their strong participation in a peaceful, democratic, primary election process on November 18, recognizing the commendable work of the Supreme Electoral Tribunal”. He highlighted a memorandum of understanding on citizen security, signed in September, between the US and Honduras, which coincided with the launch of the first bilateral human rights working group, aimed at addressing the culture of violence in Honduras. McDonough’s visit came a week after the US State Department issued a travel warning for Honduras in light of the high levels of crime and violence in the country. His visit also followed a two-day stop-over in Colombia, where he co-chaired a meeting of the US-Colombia High-Level Strategic Security Dialogue with Colombian Minister of Defence Juan Carlos Pinzón and Foreign Minister María Angela Holguín. He was accompanied by senior administration officials, including Principal Deputy Under Secretary of Defense Kathleen Hicks, Assistant Secretary of State William R. Brownfield and representatives from the Joint Chiefs of Staff and the Department of Justice.
