Venezuela’s national assembly has once again granted permission for President Hugo Chávez to fly to Havana to receive medical treatment. Whether Chávez has had an adverse reaction to the stresses and strains of his recent presidential re-election campaign is unclear but speculation about his health will continue as long as it remains such a closely guarded state secret.
