Second phase for gang truce? The mediators of the truce between El Salvador’s main street gangs, Bishop Fabio Colindres and former FMLN legislator Raúl Mijango, proposed in early December a ‘second phase’ in that truce, consisting in the declaration of violence-free ‘sanctuary’ municipalities where gang members could circulate without being liable to arrest. This is modelled on a US initiative regarding illegal immigrants. Colindres and Mijango have dismissed criticisms that this would only provide safe havens for gang members who committed crimes elsewhere.
