Piñera's promises Araucanía package. On 30 January President Sebastián Piñera promised to send a package of bills known as the “Araucanía law” to congress. The package is aimed at addressing the recent Mapuche unrest in the southern Araucanía region.
Presented by Interior Minister Andrés Chadwick and Social Development Minister Joaquín Lavín following meetings with legislators from the Araucanía region, the package establishes a regional development plan, a council of indigenous peoples as well as the establishment of mechanisms necessary to carry out prior consultations as per the International Labour Organisation (ILO) Convention 169 on indigenous rights. There was no mention, however, of any provision on the constitutional recognition of indigenous rights – the
main promise made by Piñera to appease the recent unrest.
