This was the eyebrow-raising proposal made by President Evo Morales to his Chilean peer, Sebastián Piñera, at the recent Community of Latin American and Caribbean States (Celac) summit in Chile. Morales’ proposal comes as relations remain tense amid Bolivia’s continued threat to take Chile before international courts over its historic claim to the Pacific.
