BOLIVIA/CHILE: Flare-up of familiar tensions

The arrest of three Bolivian soldiers in Chile is proving the latest bone of contention in Bolivia-Chile relations. These already took a turn for the worse at the end of January, when at the Community of Latin American and Caribbean States (Celac) summit, Bolivia’s President Evo Morales again accused Chile of violating the 1904 Treaty that ended the 1879-1883 War of the Pacific.
