REGION: An “unprecedented” summit

The first ever Central American Integration System (Sica)-Mexico summit took place last week in Costa Rica, which recently assumed the six-month pro-tempore presidency of the regional entity. The attendance of Mexico’s President Enrique Peña Nieto, Panama’s recent re-entry to the Central American Parliament (Parlacen), Sica’s political arm; as well as pledges to overhaul Sica’s various institutions, were hailed as steps forward in integration efforts. However, the no-show of El Salvador’s President Mauricio Funes and, in particular, Nicaragua’s President Daniel Ortega, point to continued challenges ahead posed by bilateral tensions.
