MEXICO: Pact by stealth in the making?

Is the government of President Enrique Peña Nieto moving by stealth towards a variant of the old Partido Revolucionario Institucional (PRI) strategy of a tacit ‘pact’ with the main drug-trafficking organisations? Is it quietly favouring the least violent in order to weaken support for their rivals?  Or is it tinkering with the public presentation of its public security strategy while maintaining in practice most of its predecessors’ tactics.
