CHILE | Carabineros slated for abuses. The Instituto Nacional de Derechos Humanos (INDH), an official body, has criticised the Carabineros (paramilitary police) in its annual report, released on 24 April. Presenting the report, INDH director Lorena Fries said, ‘There still exist elements of police actions that are not in line with human rights standard in the context of peaceful demonstrations, where we must regrettably highlight the disproportionate use of force [...] towards demonstrators, journalists and cameramen.’ She attributed this in part to ‘deficiencies’ in distinguishing peaceful demonstrators from people committing criminal offences.
